Victoria leads research and development programs focused on applying current and emerging research from social science and neuroscience to build tools to improve our ability to assess, track, predict, and influence behavior. She is currently Principal Investigator on several DARPA-funded efforts including projects aimed at understanding how media manipulation of state actors may be used to infer their strategic objectives, and how patterns of ideas propagation may identify emergent groups and new sources of influence. She has been a part of the United State Marketing Communications College faculty at the several years, teaching best practices from the science of influence to groups such as the Broadcast Board of Governments (BBG), U.S. State Department Foreign Service Officers, and international counter-hate NGOs.

Victoria received a B.A. in Psychology from the University of California, Santa Barbara, and an M.A. and Ph.D. in Cognitive Psychology from the Claremont Graduate University.
